Establishment Order

The Local Government Management Services Board (LGMSB) was established under Establishment Order S.I. 410 of 1996 and came into effect on the 1st January 1997. The LGMSB was established by the Department of Environment.

Under the Establishment Order, the LGMSB was established;

To provide for local authorities and for such other bodies as may, from time to time, stand designated pursuant to section 3 (2) of the Act-

(1)   such services as may be required by them for the purposes of staff negotiations, including proceedings under any scheme of conciliation and arbitration and Labour Court proceedings, and

(2)   such other management services as may be required by them, and

(3)   to provide for managers such services as meetings of managers and such other support services as the Council shall from time to time determine, and as can be provided by the Board within the limits of the financial contributions made by the several councils of counties and corporations of county boroughs to the Board under article 5(20) (b) for the provision of services under this paragraph.

In summary, the LGMSB’s purpose, as set out in the Establishment Order, was to provide for local authorities such services as may be required by them for the purposes of staff negotiations, human resources and such other management services. This new remit provided the opportunity to extend the LGMSB’s activities beyond the traditional industrial relations function of the former Local Government Staff Negotiations Board.
